People, arriving to Kyrgyzstan from the Coronavirus affected countries, are divided into three categories Country assessment criteria as of March 12

The ban on entry to the KR is introduced for all foreign citizens, who stayed, including in transit, in China, Italy, Iran, Korea, France, Germany and Spain for the last 30 days.

The KR citizens, who arrived from the countries of the I Category, including in transit, are subject to 14 days observation in specially designated facilities. This Category includes all the KR citizens, holders of ID cards, ordinary, official and diplomatic passports.

All foreign citizens, including the citizens of the PRC, Italy, Iran, Korea, France, Germany, Spain, as well as the KR citizens, who have not stayed in the territory of the I-st Category countries for the last 30 days, can enter the KR subject to passing the checking/examination Algorithm, approved by the KR MOH Order.

People violating the observational conditions shall be subject to prosecution in accordance with the KR legislation.

II Category: USA, Japan, Sweden, Switzerland, Great Britain, Belgium, and the Netherlands are assigned to the II Category of countries.

All foreign citizens, as well as the KR citizens, who arrived, including by transit, to the KR from Category II countries, shall be subject to 14 days home-based quarantine.

People violating the home-based quarantine conditions shall be subject to prosecution in accordance with the KR legislation.

According to Article 280 of the KR Criminal Code, a person who intentionally or inadvertently violates the sanitary and epidemiological rules, who inadvertently caused a mass disease, poisoning of people or other serious harm, shall be punished with a VI category fine or category II imprisonment with deprivation of the right to hold certain posts or be engaged in certain activities for up to two years.

According to Article 68 of the KR Criminal Code, the VI category fine for the underaged ranges from 1200 to 1400 estimated indicators, for other physical entities it ranges from 2600 to 3000 estimated indicators.

In case a foreign national is not able to arrange home-based quarantine, approved by the KR MOH Order, he shall be granted the entry to the KR territory on the basis of the Commission's Decision, to be established by the Inter-Agency Order of the KR Ministry of Foreign Affairs ( №43-П dated 10.03.20), Ministry of Health (№ 140 dated 10.03.20) and the State Border Service (№163 dated 10.03.20) and shall be subject to 14-day observation in specially designated facility.

Category III: Singapore, Austria, Denmark, SAR China, Hong Kong, Malaysia, Thailand, India, Bahrain, Australia, Greece, Canada, Iraq, United Arab Emirates, Kuwait, Iraq, Egypt, Lebanon, Qatar, Saudi Arabia are assigned to this category.

All foreign citizens, as well as the KR citizens, who arrived, including by transit from Category III countries, shall be subject to initial checking and further monitoring at home according to the Algorithm, approved by the KR MOH Order. At the same time, 14 day restrictions on movements in the KR territory Republic will be imposed.

The employees of diplomatic missions and international organizations, accredited in the KR, members of foreign official delegations (with the exception of persons with clinical manifestations) shall not be subject to observation conditioned for the advance notification of the KR Ministry of Foreign and mandatory passing of the Algorithm,  approved by the KR MOH Order.

These changes by categories shall come into force for citizens, entering the territory of the Kyrgyz Republic starting from March 14, 2020.
